Dual hand crossbows works best with a 3-4 level thief rogue dip. I think it gets out classed however when fighters get 3 attacks per action. At that poing your bonus action is better used on something else. Ex: hex on a warlock dip, drinking a potion of speed or something. Dual hand crossbows is also better on a swords bard getting arcane acuity.
