If you get a slight buzz before you fret the note, then you are plucking early. If you get a buzz after fretting, you need to learn left hand muting. This is, not lifting off the note too early, you can lift off the fret, but don't lift you fingertip off of the string too soon. This is a very common problem with a new player.

All guitarists have at one point played an instrument that produced a buzzing sound when you pluck certain frets. Aptly named “fret buzz”, this annoyance can occur for a variety of reasons. The most common are low string action, excessive neck arch, a damaged (or downright broken) guitar nut, or even dirty, old strings. If your bass is getting RF interference it is broken and it is something that can be remedied. If your bass is fine in some places but not in others I am guessing it is 60hz hum, you need humbuckers to fight that.
